This position may be filled as Records Technician, Records Analyst I, Records Analyst II or Records Analyst III depending upon the qualifications of the candidate.

Records Technician
Maintains and updates the document management system with current records. Coordinates and handles all records scanning, filing, storage, retention and research. Completes requests for information on sewer/drainage lines, pump stations and treatment plants, using current software applications. Performs searches for a variety of documents in the system for customers. Performs various clerical duties as assigned.

Records Analyst I
Maintains the document management system and ensures proper records tracking, including scanning, quality checking the documents and the filing of the documents. Creates digital containers within the system to add and update records stored. Coordinates quality control of documents and reports within the system for use throughout the organization. Reviews and sets up information for record retention to be archived with vendor. Retrieves information upon request.

Records Analyst II
Maintains the document management system and oversees and ensures proper records tracking within. Coordinates quality control of documents and programs the reports within the system for use throughout the organization. Administers the online bidding process for quality control and aids in the creation of security access for users. Orders supplies for area and sets up billing invoices for payment to appropriate cost centers. Mounts and or laminates mapping projects, posters and special printing projects.

Essential Job Functions

Records Technician
Reviews Capital and Lateral Extension plans in the system and updates the information accordingly. Makes necessary corrections to titles or attribute information. Reviews the scanned images in the system to check for clarity and to ensure no images are corrupt or inverted. Re-scans and replaces images as necessary. Navigates through the system and knows the structure and document classes and the attributes assigned to the individual document classes. Scans and performs quality control of documents using a variety of scanners from wide format to desktop. Creates document containers in the documents management system and assigns attributes to each document. Files sanitary and drainage plans using the flat filing system currently in place. Completes requests for information on sewer and drainage lines, pump stations and treatment plants, using current software applications. Performs searches for documents already added to the eB system and sends the information to the customer. Submits records for working files and final retention per MSD policy and procedures.

Records Analyst I
Creates and maintains records in the document management system. Creates document containers and assigns attributes. Meets with customers/clients to evaluate/assess their needs for the management, storage and security of documents on a daily basis. Accurately attributes all documents to allow retrieval of required documents. Submits records for working files and final retention per MSD policy and procedures. Makes necessary corrections to the title or the attribute information as needed. Reviews the scanned images in the system to check for clarity and to make sure no images are corrupt or inverted. Provides support to document management system users. Coordinates larger sized print orders as needed. Meets with customers to compile list of what should be retained. Trains personnel on structure of information added to storage boxes. Sets up boxes to be picked up by outside vendor for storage. Keeps information updated in document management system. Retrieves storage boxes when needed. Works with vendor on pickup and delivery dates. Mounts and/or laminates mapping projects, posters and special printing projects. Performs duties of Records Technician as needed.

Records Analyst II
Prepares and sets up documents for engineering bids using the MSD bids website. Prepares drawings for submittal to the vendor along with specs from the Invitation to Bid to the specifications and check for accuracy and makes sure all documents are present. Creates bids in the system and makes public according to the availability date. Creates containers and adds documents to the Compliance Library. Assigns reference number to catalog the documents both digitally and physically. Assigns attributes to each document according to the Consent Decree. Creates file folder and files the documents in the physical library. Provides support to application users to locate, delete or update documents and document information. Responds to complex records requests requiring research in response to legal and open records requests. Sets up and maintains security within the document management software application for MSD, Metro Government and outside engineering users. Creates and modifies a variety of reports using the coding structure of the document management system. Meets with customers/clients to review their needs/requests. Orders supplies and prints from vendors. Sets up billing invoices for payment and researches for chargeback to appropriate cost centers. Develops and ensures compliance with department appropriate records management procedures relating to construction by ensuring compliance with the creation, receipt, classification, maintenance, storage, destruction and disposal of department records, documents and related information. Mounts and/or laminates mapping projects, posters and special printing projects. Performs duties of Records Analyst I as needed.

Records Analyst III
Develops and implements records storage SOPs. Administers and reviews the containers within document management system for the digital Compliance Library. Administers records in the physical Compliance Library. Performs quality control of information stored in the document management system. Assigns reference number to designate the type of records it is, how it is to be scanned and handled to maximize the availability for future use and reference, along with where it will reside in the physical library in accordance with the EPA Consent Decree. Establishes, coordinates and supports interfaces from other MSD systems into the document system. Documents, updates and maintains procedures and application documentation. Implements final storage solutions for the capital projects program and engineering record drawings. Administers the document management application for all users. Develops, maintains and executes searches and reports using basic programming skills. Administers documents for engineering bids using the MSD bids website. Analyzes documents with Project Managers to ensure accuracy. Oversees the creation of bids in the bids website and reviews associated documents. Administers the MSD bids website for vendors and users by setting up security, resetting passwords and creating new contacts and companies. Partners with vendors on upgrades to the website or any enhancements needed. Develops and conducts training classes on policies, procedures and document management software. Responds to complex records requests requiring research in response to legal and open records requests. Performs testing of software upgrades. Maintains equipment. Develops and ensures compliance with department appropriate records management procedures relating to construction by ensuring compliance with the creation, receipt, classification, maintenance, storage, destruction and disposal of department records, documents and related information. Analyzes customer requests for retention of records. Oversees the customer's documentation of the records to be retained. Trains customers and Project Managers on proper records retention methods. Partners with vendors in processing the records for off-site storage. Assists in the selection and implementation of new information management systems as required. Performs duties of Records Analyst II as needed.
