Chief Financial Officer Westfield Bank Job Summary
Salary Range: $186,957.00-$215,000.00-$243,044.00

The Chief Financial Officer is responsible for the leadership and management of the Bank’s financial, accounting, budgeting/forecasting, investment portfolio, asset/liability and human resources functions. Serves as a key member of the senior management team, providing business leadership and financial expertise on strategic planning and a wide range of company issues and opportunities.

Essential Functions (primary functions and/or reasons the job exists in order of importance)
1. Responsible for the leadership and management of the Bank’s financial, accounting, budgeting/forecasting, investment portfolio, asset/liability and human resource functions.
2. Serves as a key member of the executive management team; contributes to decisions concerning a wide range of company issues, opportunities, and problems.
3. Functions as a key partner with the CEO to provide business leadership and coaching. Develops and shapes strategy, asks questions, challenges ideas, and offers solutions. Acts as the “voice of reason” for the organization.
4. Leads business and financial planning. Ensures that financial models, business forecasts, and budgets will assist the organization in achieving long-range corporate goals and strategies. Seeks to optimize return on assets via pricing, cost controls and efficiency considerations.
5. Responsible for ensuring the timeliness and accuracy of internal and external financial reporting and related information.
6. Protects Bank assets and ensures the Bank has accurate and timely recording of all transactions by implementing internal controls over financial reporting that are in place and operating effectively at all times in accordance with FDICIA and COSO requirements.
7. Serves as a key player in making the Bank’s ERM program operate effectively. Manages business unit risk and identifies key risk areas for the Bank by evaluating magnitude and probability of the potential impact to Bank strategy, goals and business decisions. Also, identifies business opportunities to achieve the Bank’s vision and aspiration of serving its customers and communities.
8. Performs human capital management responsibilities including employee selection, performance management, coaching, and development. Manages priorities and workload distribution, and removes barriers that impede progress. Completes all personnel, salary administration, and reporting duties. Performs operational responsibilities that drive team performance including planning, execution, process improvement and best-practice sharing.
9. Effectively communicates financial results throughout the company and provides independent analyses of results for senior management and the Board of Directors.
10. Provides leadership and oversight in the areas of:
a) Asset/liability management, capital allocation, and pricing.
b) Bank’s cash flow, liquidity, and funding needs.
c) Bank’s investment portfolio in accordance with the Bank’s Investment Policy.
11. Builds and manages relationships with the FHLB, correspondent banks, and investment brokers in order to successfully manage the functions above.
12. Acts as a key contact and manages relationships with the Bank’s internal and external auditors including the OCC on regulatory matters, applications and/or filings, and periodic examinations.
13. Responsible for the leadership and management of the Bank’s Human Resource function including the following:
a) Implementation, training, and monitoring of compliance with the Bank’s Human Resource policies and procedures, including sourcing and staffing, benefits, performance management, merit increases, terminations, etc.
b) Designs and implements, with Bank CEO and Compensation Committee, appropriate incentive compensation programs for Bank management and its employees. Measures and reports the results of these programs to management and employees on a timely basis.
c) Serves as the Bank’s Ethics Officer. Responsible for the reporting of compliance with the Bank’s Code of Ethics, Conflict of Interest, and Non-Harassment policies.
14. Maintains awareness, understanding, and compliance with the Bank's internal policies and procedures, laws, and regulations appropriate for this position.
15. Provides assistance in response to regulatory and internal/external audit requests.
16. Travels as needed in order to perform other essential functions.

Desired Qualifications/Experience/Certification/Education (in order of importance)

1. 10 or more years’ financial management experience.
2. Professional certification (CPA, CMA) or relevant MBA degree.
3. 5 or more years’ experience in two or more of the following: financial institution accounting, auditing, internal controls, people leadership, financial reporting, and/or policies and procedures.
4. Strong oral, written, interpersonal communication, and public speaking skills, including the ability to interact effectively with all levels of employees and leadership throughout the enterprise.
5. High level analytical and problem-solving skills.
6. Strong decision-making skills with the ability to take all critical information into account when making decisions and translating into effective practical application.
7. Experience developing, monitoring, measuring and maintaining multi-million dollar, multi-year plans and budgets
8. Experience with coaching and developing direct reports with proven results.
9. Valid driver’s license and a driving record that conforms to company standards.

• Ability to work effectively in an office environment for 40+ hours per week (including sitting, standing, and working on a computer for extended periods of time).

• Ability to travel as required.
• Ability to operate an automobile within the parameters of the driving policy.
