The Director of Public Affairs and Communications serves as a member of the County Manager's Cabinet and is responsible for developing and administering the County's Public Affairs and Communications division by fostering internal and external understanding of County goals, policies, programs and services. The incumbent is responsible for overseeing all communications functions and activities including internal and external communications, public relations and citizen engagement, media relations, crisis management and print and online promotional materials related to ongoing county services and programs; directing and coordinating policy development and communication components of the division; providing direction, leadership and advice to members of the Board of County Commissioners, the County Manager’s Office, and other County departments and agencies regarding strategies and strategic planning for the delivery of public information. Responsibilities include:

  • Serves as the main point of contact for the Board of County Commissioners and the County Manager’s Office and departments reporting to the County Manager. Represents the County at community meetings and events; responds to community, staff and elected officials on behalf of the Board of County Commissioners and the County Manager’s Office; resolves conflicts and complex issues between stakeholders. Acts as spokesperson for the County as directed; develops and achieves Public Affairs and Communication strategies and goals in support of the County’s mission, vision, values, and strategic plan through the development of multi-year marketing strategies and campaigns in an effort to expand media coverage and raise greater public awareness of County programs and services; identifies opportunities to support organizational initiatives, engage the public, and build bridges to develop trust on various high profile and politically sensitive issues. Develops and manages the creation of various types of communications materials and programs to respond to, promote, and publicize these activities; serves as a resource to County management, advising officials on media relations, procedures and processes. Assists County officials in the preparation of information for public dissemination, including researching and preparing speech materials for top level County officials; establishes and sustains a community partnership strategy that fosters strong collaborative relationships with County departments/agencies, cities, school districts, non-profits, educational and cultural groups, the media, and other key stakeholder groups; carries out requests by the Governing Body and County Manager; coordinates special projects as assigned.
  • Develops and leads internal communications strategies and campaigns; plans, develops and leads Countywide internal communications efforts to keep employees informed of major County events and initiatives. Ensures communication strategies are designed to effectively reach all employees in the organization and to increase employee knowledge. Examples include major strategic initiatives, organizational good news, major County incidents and events and volunteer opportunities; as a member of the Central Services team, works to increase the effectiveness of communications regarding changes to internal policies, procedures and practices impacting employee work processes in the organization. Streamline communications to ensure necessary information is clearly conveyed to and understood by impacted employees; designs, plans and coordinates internal communication strategies regarding issues impacting all employees to ensure information reaches all employees and is clearly explained and understood. Example areas include, but are not limited to, compensation philosophy, merit pool ranges, benefits changes, wellness requirements, changes to law impacting operations (i.e. concealed carry, building policies, work place rules)
  • Manages the County's social media presence and collaborate with departments, agencies and offices on their individual presences as needed; serves as the editorial director for JoCo Magazine, The Best Times and other publications, campaigns and marketing efforts for the County; supervises and manages the Public Affairs and Communications staff in the County Manager's Office, including hiring, assigning duties, providing training and counseling, evaluating performance, resolving problems and setting deadlines; prepares, manages and monitors annual budget for the Public Affairs and Communication division, including preparing budget proposals and prepares or directs the preparation of a variety of informational materials such as pamphlets, brochures, advertisements, marketing materials, printed materials, press releases, website content, speeches, reports, videos and other public communications about County services and programs.
  • Serves as the County Manager’s Office liaison with the Department of Emergency Management and Communications; coordinates with the Department of Emergency Management and Communications to ensure emergency public information is disseminated to employees, management and the Board of County Commissioners during emergency/disaster events; manages and develops procedures and materials to implement the public information function as part of emergency management and preparedness activities; manages and participates in the development of fact sheets, instructions and procedures on a variety of topics to support the rapid dissemination of information to the public as part of Emergency Management and Preparedness plans; serves as the coordinator for Emergency Support Function No. 15, Public Information (ESF-15) by providing coordination and provision of emergency public information and protective actions guidance, and media and community relations activities.

The salary range for this position is $90,309 to $135,463 annually, and will be based on experience. A review of applications will begin on June 22, 2018.

Job Requirements

A Bachelor’s degree in Business or Public Administration, Communications, Public Affairs or Relations, Marketing, Advertising, Journalism or closely related field is required. Ten years progressive experience in the direction, development and management of strategic communications programs, marketing, public affairs/relations, brand implementation and management, with a focus on public communication and developing strategic partnerships with the greater community are also required. Five years of experience leading, directing, supervising, or coordinating the work of others is required.

A Master’s degree in Business or Public Administration, Communications, Public Affairs or Relations, Marketing, Advertising or Journalism or closely related field is preferred.

Experience can substitute for education and education can substitute for experience.

Candidate must be able to successfully pass criminal and motor vehicle background screenings.
